Basically you replace it. They're available from Ford and on ebay.

To remove you pop off the interior trim piece located inside the door behind the mirror and then remove the 3 nuts located there. The trim pice is spring loaded and pops off with a little prying. Then just disconnect the plugs and install the new one.

It runs about $250 from your local Ford dealer. Takes about 30 minutes to replace.

Ebay usually has em for 150 or so.... I think that 1/2hr is too much time..... or maybe I have replace them too many times.....UGHH...

Check out dieselstop.com, I got a replacement for mine from the for sale section last year, for $50. I need another one now.

Carefully remove the inside reflector with a small screwdriver. Carefully pop off the small panel that holds the power window and locks switches, it's spring loaded like the mirror panel. Unplug the switch panel.

Remove the 2 bolts you've just exposed with these items. Grasp the inside door handle and slide the entire panel to the rear, about 1/2 to 3/4 of an inch, then lift up on the panel, it should come right off the door.

I don't remember removing the door panel to replace the mirror.

The black cover is attached to the door with 2 spring clips. Pull it off then remove the grommets that cover the mirror mounting bolts. Remove the top one last. (It helps to open the window)

The mirror plug is accessed by removing the switch plate assembly toward the front of the arm rest. Lift gently at the front end. The plug is held to the door by a plastic christmas tree fastener.

The glass can be replaced easily if the housing isn't damaged. I recently installed heated glass from the dealer on my 01 F-250, trailer tow mirrors. Heated glass wasn't available on that truck, so I ordered heated glass from a 01 Excursion. Exact fit, just had to run the wires and install a switch.
